| Harbour
& Estuary Speed Limit changes (8 June
2008) "KEBC has always been
concerned about the irresponsible boat
users who disregard the speed limit and
cause unnecessary wash on the approaches
to Kingsbridge. The speed limit change
proposed was a result of our concern and
we have lobbied at Harbour Board meetings
to reduce the speed limit at the approach
to avoid unnecessary wash. We have also
asked for the 'Dead Slow' sign on a buoy
near the Rivermaid Boatyard to be
reinstated. These have been recognised by
the Harbour Master and the proposal for
the 6kts limit is written into the
proposed change in bye-law. Additionally,
we believe and have asked for the Harbour
Office to make sure that they remind
Estuary users of their responsibility to
display good seamanship and a safe speed
at all times, commensurate with the
prevailing conditions. Where the estuary
widens beyond the Moorings, and there are
no boats moored along side, the general
view of members was that 2knts difference
in speed limit would not be so
significant in that area.This aspect was
also carefully considered by the Harbour
Authority and the point about good
seamanship at all times remains
significant. I believe that the Harbour
staff have a duty to police the speed
limit otherwise it is a futile excercise.
Discussions with the Harbour Master lead
us to believe that his staff will do
this.We have considered all aspects of
the proposed changes very carefully and
our response was a true reflection of the
member's views within the timescale set
by the Harbour Board."

The 6 knot
zone starts at just past the Moorings on
the seaward side before the berthing
pontoons. Ian Gibson our Harbour Master
is making it quite clear to people that
it is a speed limit and not a speed
target and that all vessels should
proceed at a safe speed deterrmined by
traffic density,visibility, depth of
water, the wake produced and the ability
of the vessel to stop.I have to say from
a personal point of view that nothing is
more annoying than speeding boats when
out sailing so my tack now is to report
whoever ignores the speed limit and
drives in a dangerous manner straight to
the Harbour Office. I also have an
obligation with KEBC to help protect
boats along side the pontoon and wall and
will continue to do this.
